your system administrator disabled the diplay control panel

i keep getting the message "your system administrator
disabled the diplay control panel" when trying to get
into the display and i have no clue what i have done or
how i can fix it, can anyone help me out?

Check your settings here: Start/Run/Regedit

HKEY CURRENT USER\Software\Microsoft\Windows\CurrentVersion\Policies\
System
HKEY LOCAL MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
System

If NoDispCPL is listed in the right pane, either change the value to 0 or
delete it.
