your current security settings don't allow you to download this file

My computer has been invaded by malware, trojans, and spywares. I have AVG
by Grisoft, but it says I have no viruses. Also, I have a bunch of running
programs in Task Manager which to me appear to be spywares running and
utilizing my resources. My home page has been hijacked, Internet Explorer
is nowhere to be found, and my "supposed security settings won't allow me to
run "active X" files, or download any programs from any websites, without
explorer alert coming on insisting that my settings don't allow me to do the
downloading of files or run scripts. I have changed my security settings
numerous times, added the sites to trusted sites, and still the problems
persists. I can't download anything, and a reinstall of the operating
system doesn't help, as the spyware and malware comes right back, so I think
its coming from the original disks from Dell! Does anyone know where to
start attacking this problem?

It appears you can get to the Internet so you should visit the MS site and
learn about securing the machine BEFORE you put it on the internet. This
means that you will get all the AV software and security updates that you
can BEFORE you reinstall and then disconnect from the internet, install
the OS, install the AV software, secure the network connection (follow the
MS direction) and then go online and get the updates (before you do
anything else).

You also should consider a protective device. If you have Cable or DSL you
can purchase a cheap router that provides NAT - Linksys, D-Link, Netgear,
etc... they run about $50 USD and can be found at most
computer/electronics stores. The device will block unsolicited inbound
traffic and allow you to restore your computer without being compromised
while doing it.

Dell CD's done come with viruses, you are just putting a unsecured machine
on the live internet.

are you running windows xp with service pack 2? if so go to tools on ie click
manage add ons disable any unknown, this might get your homepage back and
allow you to download.. heres some free and effective spy removal tools
