I have a new NEC notebook which is not connected to the internet. In Control
Panel | Security Center | Resources | Change the way Security Center alerts
me, I have unchecked the three boxes, to stop the warning messages appearing
on my desktop. The Firewall and Automatic Updates are also switched off.
However, when I reboot it reverts to the default settings.

Disable the Security Center service.
Start>Run>services.msc [enter]

Scroll down to the Security Center service, stop and disable it.

Perform what Malke advised you but keep in mind that if in future you connect
that computer to internet,you should turn ON the Security Center using the
same steps.
