A LAN connected around 20 pc(s) with mixture of Win XP and 98.

On and off (once per week or once per two weeks) the users having
difficulty to access network workgroup.

Once they click the workgroup from My Network Places, the error
message appear "You have no permission to access this network
resources ... "

Any suggestions other than shutting down all pc(s) and switches and
restart them again.

TIA.

p/s all the 20 pc(s) are having fixed IP.

To my understanding, you can have an unlimited number of pc's in a
workgroup, but only 10 pc's can connect to a single Windows XP Pro box
at a time; 5 if you're using XP Home. So if your intentions are to
share files from a single Windows XP box to all of the others, you'll
have to buy a server OS.
