You do not have permission to open the Network and Dial-up Connections folder

I am having trouble setting up my IP address. I move the
pointer over the my network neigborhood and right click
the mouse, next I move the pointer over properties and the
system responds "You do not have permission to open the
Network and Dial-up Connections folder." I am the
administrator of this system and I should have rights to
enter in this information. Please HELP me!

If you are the administrator, you should be using an administrative logon to
access those settings.
