Yet Another "Can Receive but not Send Mail" Post

Sending on behalf of my parents:

After having to rebuild Vista after SP1 killed the laptop, am now in the not
uncommon situation where trying to send mail results in:

"Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'b', Account: 'mail.talktalk.net', Server:
'smtp.talktalk.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket
Error: 10053, Error Number: 0x800CCC0F"

I have uninstalled Norton Firewall and A/V (including using their Utility in
addition to Windows Uninstall via Control Panel).
I have tried turning off the Windows Firewall and sending mail, to no avail.
I have tried resetting the MTU size on Netgear Router as suggested by ISP
(http://www.talktalkmembers.com/content/view/77/68/)
I have deleted and set-up again the Windows Mail account about 10 times.
I have deleted all messages from In/Out/Draft/Sent/Deleted folders to try
and get rid of any "rogue" or corrupted messages.
BUT
still get the message above.
Windows Mail worked fine before the SP1 debacle and I don't really want to
have to reinstall Vista from scratch again as I don't also want to have to
rebuild my parent's working environment again, too.
Is it possible to uninstall Windows Mail and reinstall it, and would that
help ?
Any help gratefully received.

Tried downloading and installing Windows Live Mail and got:

"Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity.
Subject 'live'
Server: 'smtp.talktalk.net'
Windows Live Mail Error ID: 0x800CCC0F
Protocol: SMTP
Port: 25
Secure(SSL): No
Socket Error: 10053"

which does not seem to have moved me forward at all :-(
