Have you done this already:

To set up your Yahoo Mail account for use in Outlook Express:

Go to your Yahoo Mail account online in your web browser.

Click Options

Click Pop Access & Forwarding

To Sign Up, you'll have to agree to accept e-mails of special offers
from Yahoo. Select the categories of offers you are willing to receive,
then click Finished.

Use the defaults on the next screen ("Web and POP Access", and "HTML
Messages") and click Submit.

Now you will be at a page which is titled "Pop Configuration". You might
want to bookmark this page and/or print it, in case you ever reinstall
Outlook Express. Near the bottom of this page is a link titled
"Configuring Microsoft Outlook Express". Click that link and follow the
instructions there to finish the setup.

It's written for OE but would probably work for Outlook too.

So, is this for a PAID Yahoo e-mail account, or a freebie one? You
don't get access to their POP3 and SMTP servers unless you PAY them.

You never did mention if receiving e-mails from Yahoo's POP3 server was
working okay. Since you mention only their SMTP server (but you didn't
*us* what you specified for the IP name you entered for their SMTP
server), I suspect you forgot to enable authentication to their SMTP
server.

You are coming from off their domain. You never authenticated to their
network. They don't know who the hell you are so they haven't a clue
that they should permit you access to their resources for which you need
to PAY them. The only way they can tell you are who you claim to be is
by authenticating to their mail server (i.e., login to it). Enable
authentication to their SMTP server. If you are using a different POP3
server than theirs then you will need to specify the login credentials
when authenticating to their SMTP server instead of just reusing the
same ones you specified for whatever POP3 server you use.
