if anyone can teach me, when trying to copy a file from
one computer to another using a disc, I get a message
that I need permission from my "administrator", how do I
get my administator to allow me to copy a file from one
cd to my computer?

This means that the computer u are trying to copy from or the computer you are trying to copy to does not have administrative privileges. Both computers need to have administrative privileges to copy the file to and from. That means you will have to contact the administrator of the computer to allow you to copy the file
