XP Windows Firewall (FW) / Internet Connection Sharing (ICS) servicestops ID 7023

On about 20% of our office systems, the windows Firewall / ICS service
stops sometimes during system start. There is a event 7023 telling me:
(I hope I translate all right, it's dutch XP)

An invalid opertation is tried on a registry-key, marked for deletion.

Er is geprobeerd een ongeldige bewerking uit te voeren op een
registersleutel die is gemarkeerd voor verwijdering
[/dutch]

Has anyone an idea (other that to buy a "real" firewall).
