XP Pro won't shutdwon...

I recently installed XP Pro on an older system, AMDK6III450 with 383mb ram.
I have tried to shutdown but it restarts instead (start-turn off computer -
turnoff). Computer runs fine otherwise (have SP2 and all updates to date
installed).....
