XP Print Wizard requires password

Hello, would appreciate any guidance on an information source and/or an
answer to the following problem...mainly information source "how to"
guidance.

System: Win 2003 server, LAN with Client for networking, tcp/ip and file and
printer sharing services enabled, linking 31 pc's running XP Pro. Two shared
printers locally attached via 1284 parallel cables to LANetworked
workstations/print server clients, e.g. printers are local to a ws client,
not LAN attached and independently addressable. One printer's UNC resource
name is reception\hp2200 PCL, the other is named sta1\hp2200 PCL.

Original system configuration has half the user accounts on the clients
printing to reception, the other half to sta1. No problems exist in printing
to either printers over the LAN by any client whom wishes to print. They can
do so with the original default printer configured for the logged in user
account on that particular ws.

Problem: Can not get "Add a Printer" wizard to allow the addition of the
other printer to the client pc under any logged in user account, including
administrator.

Example: If a client pc and logged in user is configured for
reception\hp2200 pcl as the default printer and simply wants to add
sta1\hp2200 pcl to its available printers, the procedure is blocked from
being implemented.

If a User logs in to the workstation pc, calls up the printer /faxes applet,
selects add a printer wizard, then runs through the steps required, up to the
point of Browse for Printers and then selects the other printer to install,
we are prevented at this point. Instead of getting the next "do you want to
make this your default printer" step, we get a log in dialog box requesting a
user name and password.

The systems owner tried various names and passwords (I assume he tried the
admin log in as well) with no success in getting past the log in dialog box
and adding the printer.

Is this password request normal for add a printer wizard in XP?

Is this password request normal if Server 2003 is dictating printer
allocation or has locked down this user function?

Is this a Group/user account policy or permissions settings issue?

How do we get around this password situation in order to add the other
printer?

I appreciate the resource links. I'll look at them today.

I am curious? Do you have some method of searching for all those listings
or is it just years of experience in TS'ing MS user problems and you"ve got a
photographic memory :). I ask because I'm trying to become more self
sufficient and knowledgable in this career field.
