XP licence transfer

If I have a copy of xp licenced to one computer (Dell Inspiron 1100), can I
transfer the licence to another computer, and will Microsoft send me a new
disk if my current one doesn't work?

Let's assume that the version of Windows XP loaded on the Dell Inspiron
is branded and bios-locked for the Dell laptop. As an OEM version of XP,
the license is issued specifically to only that machine...it cannot be
legally transferred. Nor will Microsoft send a new disc since it is a
Dell OEM-branded disc or that the disc could be a Dell "recovery" disc.

If that's an OEM version of XP (which it would be if it came preinstalled on
the laptop), then no; by the license agreement it cannot be moved to a
different computer. Also, setting aside the license restrictions, many OEM
copies are BIOS locked so they cannot be installed on a different brand
computer. If it is a retail copy of XP then yes it can be moved to a
different computer. Uninstall if from the first computer and install on the
new one.

As to your second question, no they won't send you a new disk. If the copy
is OEM, and hence not transferrable, then you have to buy a new copy of XP
for the new computer.
