XP/IE6 & legitimate pop-up problems

I am having trouble in XP Home/IE6 with pop-ups not working. These are legitimate bank sites which used to work OK. Normally work OK the first time after logging in to XP but then subsequent attempts will fail with no error messages. The pop-up window just doean't open. XP and IE are up to date with patches. Installed Sun Java but problem still persisits. Cleared all cookies, temp files, etc but it made no difference. Virus scanner, and various other malware programs installed and ran clean. No pop-up management software installed. I have even installed Mozilla and the same problem occurs. Am not aware of any changes made to the system to cause this. The PC is quite new and powerful (P4, 1GB RAM, etc). Check any logs I could find which were of no help. Checked registry and as far as I can tell all is well. I am assuming problem is with XP rather than IE due to the troubleshooting results so far.
Has anyone had similar problems and oe up with a solution?

Did you ever figure this out? I am having the same problem. When I try to
click on a link that opens a new window, it won't work. And it's not every
kind of new window. I thought Java was the problem at first because it
failed for the command

javascript:DisplayEventWindow

on the Mac icalendar website (where my manager sends my schedule to me),
plus it failed for the command

javascript:OpenWindow

on the page MS suggests you check for Java problems,

But I tried uninstalling Java and installing an old version (1.2), and it
does the same thing. I tried to find some way to uninstall or reinstall
Internet Explorer, but I wasn't very successful since MS just keeps telling
me to run Windows Update to download IE6, and Update sees that I already have
it installed, so it won't offer for me to reinstall or download or anything.
Did you find out anything more? I'm sure we could call MS and pay them $30
for them to tell us to wipe the hard drive and reinstall Windows. :p

To be honest I can't remember! I think I gave up now almost exclusivley use
Mozilla Firefox. If you do want to try uninstallig/reinstalling IE, there
used to be an MS Knowledge Base article on how to do it. You will have to
search for it, I can't remember the number. Good luck
