XP HE "Can't import some Registry data"

In testing Registry Export and Import, I created a REGXXX.reg back up file
and then tried to Import it. It seem to import and then I got an error
message stating: "Cannot import c:\Documents and Settings\my >name\My
Documents\REGXXX.reg: Not all data was successfully written to the registry.
Some keys are open by the system or other processes".

Does anyone understand why I can not import all of the registry data? I
stopped my programs before running the import. Do I have to bring up XP in
the Safe Mode to Import?

Some parts of the registry are always in use by the
system, you can try in safe mode, but I bet you'll get
the same response.
If you're trying to do a full backup and restore of the
registry, the XP Backup utility can do that for you.

Thanks Dave, but I thought this is a primary function of Regedit Export and
Import. Since I have XP Home Edition, it does not come with XP Backup. I
was testing the Export and Import functionality to confirm that I can
recover if my REG gets screwed up. What does Microsoft expect one to do
to protect the REG, if we can save/restore all of it? I am beginning to
think that maybe my REG is already damaged and that is why it won't Export
completely. Anyone got any info on this?
