XP created OE problems

My problem is similar to Ray's.

We upgraded from Windows 98 to XP. "Import" didn't work
to get email messages and address book. Due to other
problems as well (IE connection lost, printers not
working), we UN-installed XP. Now, everyting works except
Outlook Express.

When trying to start OE, the error message "MSOE.DLL
cannot be loaded" appears. The file is there, but
apparently won't load. Any ideas?
