XP always gives "Driver not signed" warning, even on signed drivers

I know this may sound crazy but I have a XP Pro which always gives a
"Driver not signed" warning whenever I install a new hardware device.
I know this is normal for a lot of drivers in XP but I also get this
message when I install signed drivers (as per hardware manufacturer
notes.)

Is there something I need to do in order to "reset" this?

This message can be safely ignored provided that the driver
file being used has come from a trusted site, such directly
from the hardware manufacturer. Not every manufacturer has
the time or might wish to submit their code to Microsoft and
also pay for a Microsoft "certificate".

I know I can ignore this message. However, on this PC, every time I
install any "signed" drivers (including Microsoft's downloaded one or
the default ones,) this warning appears. I do not get it on other PCs,
just this one.
