If you have no Recording Tab then the drive is not being recognized as a
recordable device. Try removing it through Control Panel->System
Properties->Hardware Tab->Device Manager button->expand DVD/CD Drives
section->right click drive and select "uninstall". Close down and reboot.
Windows should find it and reinstall drivers for it.

Hmmm, I do not have a recording tab?
I tried HTH's tip and that didn't work when I insterted a blank CD into my
CD/DVD drive.

Have XP SP2 and a TEAC DVD+RW DV-W58E drive.
Was told I could use CD-R blank disks for this drive when I bought it
if I
drag one file to the CD writer then write click to "write" it states
that
"there is no disc in the drive"
Do I need CD+R disc's for this cd drive?
While there are DVD +R and DVD -R formats there is no such thing as CD
+R.
Windows XP can not natively burn to DVD only to CD. If you installed
third
party software with your DVD drive or you purchased the system with the
DVD
writer installed it is likely that third party software is installed to
enable you to burn to DVD. This might have disabled XP's native CD
burning
software. Some third party software doesn't get along with XP's native CD
writing software so disables it during setup. This is especially true for
packet writing software. If you have such software installed then just
use
it.
If not open My Computer and right click the DVDRW drive icon. Select
Properties->Recording Tab and ensure the box is checked that says Enable
recording on this device. Reboot. That should give you XP's native CD
writing capabilities. But once again be advised that you will need third
party software to write to DVD. There are decent free DVD/CD writing
programs. One is found here
