wowexec hanging 100%

I have a Windows XP Pro SP2 machine and when I try and run my 16-bit
program, nothing opens and when I check Task Manager the wowexec.exe is
hanging using 100% of the cpu. I've gone through and checked all the dlls
and replaced the autoexec.nt and config.nt. I've also tried about everything
in the microsoft docs. Does anyone else have an suggestions to this problem?
