workstation service does not start up immediately

For the last week my PC has been taking a long time to startup(load all the tray icons). After running msconfig, I found the service that was causing the slowdown

"bad" service: workstatio

During startup, the workstation service shows as "pending to start"(in msconfig). After a few minutes the workstation service loads properly. Does anyone know how I can start the workstation immediately? Or how I can determine why it is not starting immediately

Note: In the services application(control panel) the workstation is set to start immediately with no dependencies.

Is your machine connected to a network? I have seen instances where users
get this hang as their machine tries to obtain an IP address.

No..My comuter is not connected to a network. I only have DLS connection(Verizon). Any idea on how to fix the problem?
