It's on the Save tab of Tools | Options in Word 97 and on the Security tab
in Word 2002, so it should be in one of those places in Word 2000.

Just to clarify Suzanne's answer, she is referring to the Tools tab of the
SaveAs dialog.

No, I'm not. I'm referring to the Save (or Security) tab of Tools | Options
(just as I said). This is also accessible using the Options button in the
Save As dialog in Word 97; in Word 2002, there is a Tools menu that includes
both Save Options and Security Options; presumably there is something
similar in Word 2000.

Well the NGs are really a jumble. I see your reply to my reply, but I cannot
see my reply!

I think they may be unjumbled now, but keep your fingers crossed.
