WinXP Setup Error Code 4

i cant install windows xp, i have a drive with nothing on
it, a fresh format, i boot from cdrom and it says it
cannon verify which kind of comp im using, so i choose
from the list( no matter what i choose it ...) loads up
Kernel Debug etc. it then gives me this error:
"File Setupdd.sys could not be loaded.
The error code is 4.
Setup cannot continue. Press any key to exit."
and there isnt anything i could find on this error
