Windows XP won't start right

Something happened. On startup, it gets to my desktop and the wallpaper is
there, but nothing else. No icons, no start button. I can't right click
because there is a timer showing that something is happening, but it stays
that way forever. I thought the computer was still loading, so I waited 15
minutes, but it stays that way. I have tried: 1) Starting in Safe mode - it
gets to a screen that is blank except for the words "Safe mode" around the
edges. 2) Starting from the last known good configuration - it just gets me
to the same place, my wallpaper with the timer showing by my cursor. 3)
Booting from the Windows XP CD and doing a Chkdsk - no problems found 4)
Booting from the Windows XP CD and doing a repair - it reinstalled the XP,
took half an hour, had me reload a driver, let me specify users, then started
up, looked promising, but got me to the same place. Using another user's
name, it just got me to a blank blue screen which again has the timer
showing. During install, there WAS one error that said "Failed to load
C:\WINDOWS\System32\catsrv.dll" Error code 0x8007007f. I don't know if that
means anything. 5) Going into the Recovery Console - but not sure what I
was doing. I picked the number 1 and it seemed to be doing something, but
end results were the same 6) logging in as Administrator - same thing....
Windows XP looks like it is starting up, but doesn't.
Basically, my wallpaper is a picture of my son and that's all that this
computer will do - show me a picture. Any other suggestions?

Has the computer stopped responding completely? If you press the
Windows key on your keyboard, does the Start Menu show? If it's just
the lack of desktop and the missing taskbar, try this:

(Windows XP Media Center Edition) This has happened to me too. The power
went out for a short time yesterday, and now the account I was on loads, but
only the desktop/wallpaper (no icons at all) displays, without including the
start menu. I could still use the task manager (using [CTRL] + [ALT] + [DEL])
and run programs that way, but the start menu is missing. Right now, every
other account will load with the start menu

No, pressing the Windows key does nothing. No Start Menu. I've had a computer missing the desktop icons before, but this is different; can't even go into safemode

Oh, yes, I tried the Cntrl Alt Delete too to try to close any running tasks (because the timer seems to indicate something is going on), but that doesn't come up either.

Sorry, I don't know what that means. I clicked on your link and it gave me a list of registry instructions, but I don't know what to do with it. Download window?

I have a similar problem:

My system XP installation is of Windows XP professional edition (I rememeber
it is with SP2). System partition is on NTFS.
I remember when it was running fine, I unchecked "Use Simple File Sharing"
option in control panel -> folder options.

Few days back, UPS failed when system was shutting down.From then on, system
booting fails with below message:
Windows XP could not start because the following file is missing or corrupt:
\WINDOWS\SYSTEM32\CONFIG\SYSTEM

To recover my system, I searched on NET and found this link. I tried the
procedure but I could not complete Part One itself.

Part One:

1. Booted WinXp installation CD
2. Typed 'R' to get recovery console
3. I don't have dual-boot, I selected c:\windows as the installation to
access from the recovery console
4. Here, I was not asked to enter password for any user. It just gave me
recovery console command prompt.
5. I am able to create tmp directory under c:\windows using "md tmp" command

But, copying "system" file to "tmp" directory failed with the message:
"could not copy file"

Because of this problem I could not compelete the procedure.

Why is not asking me password?
Why I am not able to copy the files into tmp directory?

Please help me in recovering my system.
