Windows XP won't remap drives under different login

Using Windows XP, if you login as userA and map a network share as
userB, setting it to Reconnect at login, when you log back into Windows
the drive will not remap, and you are not prompted (as in Win2K) to
enter a password in order to remap the drive.

1. Why?
2. Is there a patch or fix to get around this very annoying problem?
