Windows XP won't boot up

My system will not boot up, or am unable to reload windows or restore
original system. It states that It is unable to find this file:

<windows root>\system32\ntoskrnl.exe

how do I restore this file?

system states that I should contact manufacturer.

You need a Windows XP CD. Access the Recovery Console and follow this advice
here: http://www.computerhope.com/issues/ch000648.htm

You should also understand that this error can be hardware related. You
should run a scan on your hard drive. Usually hard drive manufacturer's have
utility programs that can do this. Generally you visit their site and
download the program.

The cure for this problem can be very simple or quite complex.
What is the recent history of the machine? New hardware?
Software? Changes?
