Windows XP will not start.

I have a new PC and it seems that even all the settings are the same with my
old pc I have developed some problems.
I'm using Windows XP SP 2. I was having some Virus issues as soon as I set
up my PC and than loaded Norton AntiVirus and fixed the problem. After
updating Norton online, it asked me to restart the system so that changes
will take affect so I wanted to restart the system but now on start up as
soon as I enter the password to restart it says logging off and brings me
back to welcome screen to enter my password. Anyone can help me with this
issue?

See if you can Depress F8 on Startup and when you get a menu select safe
mode. From safe mode you can try a system restore. Start>All
Programs>Accessories>SystemTools>System Restore

Thanks for trying to help, it will not start on Safe Mode or resetting the
BIOS or trying to go to Last known good configuration so I am assuming I will
have to use the Start up recovery discs.
