Windows xp setup woes

I'm trying to install windows xp on a Gateway computer and it keeps
restarting after it loads all the drivers and at the bottom of the
screen it says starting windows. Here are the things I have tried so far
without any sucsess:

1. I ran memtest, no errors
2. removed each stick of memory and put into different slots
3. removed the promise controller card and hooked the ide cable to the
onboard controller
4. Tried different cd-roms
5. Removed all add-in pci cards except the video card ( also tried a
different video card)
6. I removed the hard drive and hooked it up to another computer and
formatted it and ran scan disk
7. installed a different ide cable ( the old one just came apart without
much effort
8. flashed the bios with the latest from gateway and changed all the
settings to the original state


This all started when the owner installed the sbc dsl software. He has
been having trouble with the computer for quite some time before that
though ( random lock-ups, plus the sasser virus). The only thing I
haven't tried is a new power supply ( I don't have one on hand, just
sold the last one)

Western Digital 40-GB 7200-RPM Ultra ATA/100 Hard Disk Drive
384mb ram
Jabil Athlon motherboard - 1.1-GHz
250-Watt 3.3-Volt Power Supply
Combo V.90 Modem and 10-Mbps Home Phoneline Network Adapter
came with windows me I am installing the full version of windows xp home

Get xp drivers for all your hardware. I would unplug all cards sep video,
get xp video drivers for your card. Install xp, then add cards one at a
time.

Thanks for the response. The problem is it won't get past the blue setup
screen to get to the point to install new drivers. I'm very sorry, I
should have said that in my post ( and I tried to be so specific, I knew
I'd forget something...lol)
