Windows XP Scrolling problem

this laptop is acting weird.

Had to re-install Windows XP a few months ago and ever
since the install when scrolling down the page displaying
word document files from Explorer Window or My Documents
the scrolling is Jerky, sort of like a watery movement?
Note: When in MS Outlook program it Scrolls fine!

Any ideas, How to get it back to scroll smooth?
