Windows XP Power Management Problems

I'm having some trouble with Windows XP and the Power Options control
panel applet. I currently have the "System Standby" option set to 1
minute on the Power Schemes tab but after waiting for 1 minute to see
if the machine will sleep it fails to do so. Has anyone had this
problem in the past?

Which Vendor/Model PC ? - Sleep states are only engaged when the
system has no activity. Sometimes there are background operations on
computer running that might prevent Standby or Hibernate. The 1-min
interval timer is just a test right ?
