Windows XP Home upgrade from Windows 98 SE

I obey the instructions and it does not work!

I carried out an upgrade assessment and received Error:
5ABFF58h. Anyone know what this means?

Also during setup I received:

unable to save F:\I386\migisol.exe to
C:windows\setup\migisol.exe
