I've lost the Windows XP Home Edition CD-Rom that came with my PC. Where/how can I get a new one?

Contact the PC's manufacturer. No one else can provide you a
proper OEM copy to contain the drivers necessary for _your_ PC.

If it came with your computer, you have an OEM copy. Microsoft
provides no support for OEM copies, and your only recourse is
with your OEM. They may or may not be willing to supply you with
another CD, and if they do, how much they charge you is up to
them.
