windows xp doesn't recognise 2nd harddrive

When logging on to windows it does a check disk on my 2nd harddrive but stops
at stage 1. I want to know if the bad sectors can be formatted and how do I
go about formatting this 2nd drive.

Depending on how many bad sectors, it's better to replace the secondary hard
drive than just to reformat it.
