windows wont start up

My windows xp wont start up properly after a sudden power cut and i am unable
to start windows. it keeps returning to the same page after I have tried the
options given ie:
safe mode
safe mode with networking
safe mode with command prompt
or last known good configuration

Does anyone know what the problem could be?

Check Event Viewer for errors from a 'Safe Mode' boot.

Sounds bad.

Firstly try unplugging the computer from the wall completely, wait a minute
or so - then plug it all back in and try again.

it is my hard drive is knackered!!

R.I.P hard drive.[Hats off]

If you've got access to a Windows CD, you might be able to try a few things
with the Recovery Console or Repair install - alternatively booting up with
something like BartPE to explore what the damage is.

Boot from the XP CD and enter the recovery console - take the first R
for repair, select the windows installation, input the password for the
built in Administrator account (if XP Home it's usually blank), then at
the command line type in "chkdsk /p" without the quotes, then enter.

Only do this if you have a full and complete backup of important data.
Chkdsk can cause file corruption.
