[Windows Vista Mail] Junk filter bypasses rules

Hi,

I think that Microsoft Windows Vista mail Junk filter should
first look into defined rules before moving emails into Junk folder.

For example, if I define that when I receive mail from account
(e-mail address removed)
.... junk filter should not make further conclusions. Just to do what
I want.

That's the way it works.
Custom rules operate after the internal junk filter rules.
You can either turn off the junk rules altogether, or else
modify their action by whitelisting (Safe Senders) or
blacklisting (Blocked Senders).

So do I, but that's not the way it is. Eventually most things I want get
white listed, but I still review the Junk E-mail folder several times a day.
