Windows Update Problem

I am trying to use Windows Update on my laptop. But,
whenever I got to the Windows Update page it gives me an
error saying "ActiveX Secuiry Settings Set to high. Page
may not display correctly." If I wait long enough The
Page then displays a "We're Sorry" Message. I have gone
into Internet Options>Secutity>Internet>Custom Level and
enabled everything. My laptop is now completely insecure
and I still cannot get to Windows Update (all firewalls
are disabled as well). I tried using SP2 on CD first, but
I get a "System cannot find file specified." message.
