Windows Update Help Please

I am trying install updates. When I do this it coming that there was an error
code 80246008. I tried using Help. It told me to change the settings for
BITS. I looked in place it was supposed to be. I cannot find it. My laptop
came with a free trial of Norton. I bought my own version of it and installed
it. I did not use the add/remove programs to do it on accident. I can not
update Defender but Norton says that I am protected.
