Windows uncontrollable scrolling

I have a user that is having a peculiar issue with her laptop: in many
(not all) applications or windows, whenever she tries to scroll down in
the window the window forcefully scrolls back up to the top. A restart
will fix the issue for a while and then it returns.

Haven't found any answers online after a good hour of google-ing the
issue. Any ideas?
