Windows Startup/Shutdown Scripts Not Running in Windows 2000 WhenOffline

I'm trying to run startup and shutdown scripts in Windows 2000 using
GP. The scripts reside on the local client but are being called
through group policy. When the laptop are connected to the LAN and
can reach the DC, the startup and shutdown scripts work fine.
Whenever the laptop is offline (not connected to the LAN with the DC)
the scripts don't run.

I know this is normal behavior but I was wondering if there was a way
to force these scripts to run even when offline?

Figured it out. When adding a local policy to a system [manually
(while the system is already part of a domain)] a policy refresh is
required for it to kick in ....
