Windows starting and hangs there

I accidentally deleted some important file yesterday and
don't know what it is. Computer gets all the way to
Windows is Starting UP with Progress bar at 100% and hangs
there. Earlier it was rebooting after 100%. (All the way
back to power on). Wont start in Safe Mode or safe Mode
with Command Prompt. Have the Windows 2000 Professional
CD but cant access it, please help!!!!! Just want to get
back to work.

Tell your BIOS to boot from your Win2000 installation CD.
Select "Repair" when prompted, then select the most
appropriate option.

How do I do this? I'm going to try something but would appreciate some instruction.

I figured it out. Thanks for giving me a place to start. Had to disable all other drives in my bios in order to boot from CD. You just have to remember that not all of us are Techies. Just have a little more patience. Once again, thanks for your help.
