Windows should allow mouse scroll to select next file

Well the scroll facility on a mouse is mostly limited to scrolling long
pages, however, can this scroll feature also be used on selecting files. Once
a click on a file and scroll down, then it should help me select the next
file (the feature that down/up arrow does right now). This feature would help
us a lot for sure.

What "files" are you talking about? How is this related to Outlook?
Please clarify!
