windows security center

for some time now (not sure how long exactly) every time i turn on my pc i
get a pop up from my toolbar saying that windows security center automatic
updates are turned off. when i click on the bubble to turn them on, it says
that it can't and need to access it via the control panel. great! methink and
i go swannig off to the control panel to turn them on. once i get there it
tells me again that it cant turn the automatic updates on and i need to do it
through 'system' in control panel. i go to system and it says that automatic
updates are on! and they are downloading and installing at 1500 each day.
yeah right!

yet every time i turn on, i get the same message. it now is becoming boring
and annoying and was wanting to know if somebody with much much more computer
brain capacity than i can help me resolve this problem.

Try this:
Open a Run Command and type:
services.msc click [OK] on the services window scroll down and see if
Windows Update engine is Enabled by Right/clicking on it and select
Properties and set it to Automatic click [OK] and close the Services window
then Reboot and see if your issue gone.
But be sure your system is clean from malwares/Viruses by scaning.

Try this:

P.S what OS you have and do you have a third party firewall installed and
