Windows picture and fax viewer picking up other images

What can be done to stop the Windows Picture and Fax Viewer from displaying
other content when you click on the arrows on a picture when viewing? It is
like a malfunction on my computer when displaying a single photo and it will
also display things from other files, not other photos in the same file.
Some of the things that are displayed are maybe from the Temporary Files
file. It is strange. Any ideas?

Nope...not strange...it's perfectly normal.
What you are seeing are files that loaded
when you were surfing the net.

Yes, the images are in your Temporary
Internet Files folder...Solution? Empty
your Internet Files Folder.
