windows open "under" other window

When I read my mail running only Outlook Express, I can
open letter, then click on a site, the window opens on
top. If I happen to have my explorer running in the
background, minimized in the task bar, I'll click on the
same site, and the window opens under my outlook express.
How can I get the window to open on top? This only
happened since I upgraded to XP.
