I have a new computer with Vista, now instead of Outlokk Express, I ahve
Windows Mail.
Question, I use a broadband cellular card at work and wifi or cable at
home, is there a way I can avoid changing my outgoing server each time I
change locations?
I use three identities for different purposes so it's a hassle

You could get one more account that is compatible with all three of
your existing accounts: Gmail.
Get a free Gmail account here: http://gmail.com,
configure the server for POP access:
http://mail.google.com/support/bin/answer.py?hl=en&answer=13273
then add that account to Windows Mail:
http://mail.google.com/support/bin/answer.py?answer=13276
(Those instructions are for Outlook Express, but they will work in WM.)
The Gmail SMTP server works with your other accounts because it uses
port 465. You don't need to actually use the Gmail POP server for anything.

Alternatively, if one of your existing three accounts has an SMTP server
that listens on a port other than '25', you can make it the universal SMTP
server for all your accounts.
