windows mail won't open

I cannot seem to send any pictures through my e-mail like I could before, it
keeps popping up saying windows mail could not open that it is being used by
another program like an anti virus, (I have avast for my anti virus does that
have anything to do with it?)

First, make sure none of those pictures are open in another program.

Secondly, your Avast antivirus was probably installed with its default
install option. If so, uninstall it, then reinstall, but select 'custom' install,
which then allows you to unselect installing its troublesome email
scanning module. Disabling the email scanning once it is installed
does not work.
