You wait till the service is running again. It's been flaky at times and
then it passes and all runs okay.

To turn it off:

Tools | Options | General tab | Uncheck "Use newsgroup rating feature"

This has been going on for at least three days this time. It's getting old.
I wish MS would do something about it or at least acknowledge the problem.

That is the least of my worries. ;-)

You're better off using the standard newsgroup interface instead of the
Communities thing.

SO TRUE!! I am so sick of this. If Microsoft wants to rewrite Outlook Express
in Windows Forms and tack on community metadata, more power to them, but to
unleash that with all Windows Vista installations and then not support it is
extremely unprofessional of them.

I see no option in Windows Mail to disable the Communities feature of its
NNTP browsing functionality.

Tools > Accounts. Select Windows Communites news account >Properties.
Windows Live ID tab > select 'Never use Community features....'.
