Windows Mail Contact Transfer

I have a Vista Desktop with Window's Mail (the successor to Outlook Express).
This is my default email. I have recently bought a new Vista Laptop and
want to Import my Mail contacts from my Desktop.
I am following the instructions
Contacts
Export
CSV

I then try to save the file 'contacts.csv' to a portable storage device
which, when placed on the laptop and
Contacts
Import

it says the file - which seems to be excel - does not exist. Even though it
does - but the spread-sheet is empty.
Am I doing something fundamentally wrong or is this transfer not possible?

Have you tried using Vista's Windows Easy Transfer?
It worked great for me.
