Windows Mail. Can send, not receive

Since the problem occurs with both Windows Mail and Outlook,
it is not something we can blame on Windows Mail.
Did you completely uninstall Norton, or merely disable it?
If you haven't done so already, completely uninstall it and any
other third party firewall or antivirus program.
If that doesn't fix it, I'm fresh out of ideas.

That is a send error, not a receive error.

Looks like you're trying to send an attachment that is more than 20 MB
in size, which probably exceeds the allowable message size limit
of the SMTP server. Are you able to send smaller messages?

I tried to get helpful feedback here, but i only get questions back and no
answers. A microsoft helpdesk gy in the Netherlands helped me out in 2
minutes, without knowing an error code. Het just listened to my reply. That's
what they call: customer friendly!

At the risk of becoming too technical:
Vista has a new TCP/IP stack, which includes the autotuning feature.
TCP/IP has always had a set of parameters which can be changed
to improve performance, but it was a set and try operation.
Vista is able to change the TCP/IP parameters on the fly. For servers
that it works with, it provides increased speed. But there are a few
servers that are confused by the autotuning feature. Sounds like
your mail server was one of those.

It sounds to me as if your mail server requires authentication. i.e it
requires you to log into your emails server with your email software to
retrieve your mail. Try opening accounts and select the servers tab, put a
tick in Log on using secure password authentication. Save and try again.

It's also worth knowing that some ip's refuse to allow you to use anyone
else email servers, ie yahoo, hot mail ect. and you will often run into
problems when trying to send. You can get around this by sending using your
ip's mail server and recieving using the email accounts server.

So for example if your ip is say Tiscali
You send using their server : smtp.tiscali.co.uk
And recieve using the email accounts server, if it's say yahoo : pop.yahoo.com

If anyone has changed their ISP lately and are able to recieve but no able
to send to old email accounts they used before, I can bet this will be why!

Well done Gorgoguf on your research

I too had a problem with Vista and Outlook 2007 which wouldn't authenticate
at the server and gave an error message of 0x800CCC0F and drove us crazy for
a few hours. We also tried Microsoft Mail with same problem including
changing Firewall settings and antivirus programs all to no avail.

With the suggestion of cmd netsh etc we were able to receive emails

I had the same error. I finally uninstalled my Norton Antivirus and only use
AVG Free, and now my mail works fine.

software installed anymore and I still can't get it to work.
My error message says:

If you compare error messages it is clear that the problem
is not at all similar. You are confusing the thread by
hijacking it for a different problem.

Your problem is unlike any of the others we have seen here.
Did this ever work? If so, when did it begin to fail, and what happened
at that time (changed computers, etc.)?
The reason I ask is because it looks like the server is trying a rare
authorization protocol (APOP) that Windows Mail ( or Outlook Express)
does not support.

You might try Secure Password Authentication:
Tools, Accounts, select the account, Servers, tick "Log on using
Secure Password Authentication".

Looks like you don't have your connection information fully set up
under Windows Mail. Who is your email provider (probably the
same as your internet provider)?

What if any any antivirus programs do you have? Some of them
cause assorted problems in Windows Mail, although seldom
immediately.

Go to account setup.

Click on tools, account.
Highlinhgt your ism and then click resoures.

Click the box at the bottom that says
" Icclude this acct when receiving.

A few Internet routers have problems with Vista's TCP autotuning feature.
Try this:
1. Go to the Vista start menu and type cmd
2. The search results will display a program titled cmd.exe
3. Right-click on cmd.exe and select "Run as administrator"
4. type "netsh interface tcp set global autotuning=disabled" without
the quotation marks
5. Test your POP account and see if you can now download your mail.
6. If nothing changes, re-enable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"

If you used the standard install of AVG, it often helps to uninstall it,
then do a custom install where you tell it to leave out the part that
scans email.

Also if you used to have a Norton, McAfee, or Trend antivirus
program installed, you may need a cleanup procedure for what
the uninstall left behind.

Does "cannot receive newsgroups" apply to the newsgroups
available through the Microsoft Communities server, such as
this one?

You are a genius - almost!
I'm using my son's email to reply to this, but... I have Vista and AVG and
have been working perfectly up to yesterday. Then I started getting: '-ERR
AVG POP3 Proxy Server: Cannot connect to the mail server!', Port: 110,
Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC90.
I tried what you suggested and it didn't work, so.... I removed the Secure
Password Authentication again and.... I'm back to working perfectly. Problem
solved even if I don't know why. Thanks from Margaret
