I am having a hard time sending out mail. Sometimes it says I have not been
on this account for a while.
I am using outgoing live.com and incoming live.com
What am I doing wrong?
Should I open up another account or what?

I understand you have a Live.com email address. Is that your only email address?
US-based free Hotmail and Live accounts have webmail access only, no POP access.
Windows Mail handles POP and IMAP mail but not webmail.

The newer Windows Live Mail program does accommodate Hotmail and Live accounts.
You are welcome to upgrade to it: http://get.live.com/wlmail/overview

Your other option is to wait until later this month when Microsoft is supposed
to offer POP access for US residents.
