Windows Logon hanging at Applying Personal Settings

Hi, we are getting several non admin users in our environment who are unable
to login to Windows. Users are running XP SP2, logon hangs at:
Personalized Settings
Setting up Personalized Settings for:
Windows Desktop Update
My first reaction was to check the WUS, but it's disabled on all the
workstations.
To fix the problem a hard boot is performed and the users are granted Local
Admin which allows the logon in normal time.
Anyone have any experience with this problem? Any assistance is appreciated.

Sounds like an issue with profile-folder permissions, especially if they can
logon when given Admin priveleges.

Less likely is a Trojan hooking one of the winlogon functions, or disk
corruption.

Check permissions on the hard drive - especially whatever they have %temp%
set to - make sure the folder exists and that they have write permissions
there.
