Failed logon hanging user at "applying settings"

Please help

I have a user that is trying to logon but the pc is just
hanging on applying personal settings

I finally got in in safe mode with local admin account and
poked around the event log

In app log
getting lots of
DCOM
I think due to starting in safe-mode

Ive got this
7026 event id
Service Control Manager
The following boot-start or system start driver(s) failed
to load
Fips
processor

I tried last known good config and no luck?

only thing that changes is nightly updates through sus?

no profile works when not in safe mode???

all freeze at applying personal settings
in the system properties the accounts read

account unknown

what the heck
please help

If you can get into Safe Mode then try a System Restore.
